Summary: Manages all aspects of estimating and engineering for railroad construction bridges and structures division. Directs and coordinates activities to obtain efficiency and economy of operations to maximize profits by performing the following duties: Responsibilities: Business Development " Work along with management to develop new and existing customer business opportunities that will promote bridge and related services. Engineering " the duties include inspecting bridge and structures for compliance with FRA and AREMA standards, production of reports, and ability to quantify potential corrective measures to customers. Estimating " The duties of preparing responsive and responsible bid estimates. This includes reviewing the solicitation, plans, specs, pre-bid site visits, material take offs, subcontractor quotes, labor and equipment, permits and other essentials to determine the bid costs. Preparing estimates on company estimating software system. Proposals " The duties include preparing proposal packages that comply with contract documents for submittal to customers. Project Administration " The duties include preparing proposals and estimates for input into project budgets and schedules. The responsibilities include preparing project submittals, vendor procurement and subcontract management. Project Management " Assist field operations relating to the bridge division. Other duties as assigned by the Chief Estimator, AVP - Operations, Atlas executives and RailAmerica executives. Qualifications: Ability to communicate effectively by letter, telephone and in person with Atlas and RailAmerica senior management, employees, customers, and railroads. Excellent knowledge of bridges and structures estimating, design and/or construction and the railroad construction industry in general. Exceptional skills related to review and interpretation of construction documents and the ability to translate this information into a concise and accurate cost estimate including but not limited to knowledge of construction techniques and labor productivity. Ability to work independently in a high energy environment Bachelors or Associates engineering degree preferred; or 7 years of related experience may be substituted. Intermediate computer skills in Microsoft Word, Excel, Outlook, construction estimating software, and a project scheduling program (Suretrak or MS Project).
